Jerry E. Massaga
Executive Chairman & Managing Partner

He is a member of the National Board of Accountants and Auditors, registered as an Associate Certified Public Accountant in Public Practice. Mr. Massaga is a holder of a Postgraduate Diploma in Accountancy and
MBA in International Business. Before joining the firm, he worked for the National Insurance Corporation of Tanzania for 32 years, where he raised the ranks and became the Director of Finance and Administration until September 2009 where he opted for early retirement.
In his professional career, Mr. Massaga has been handling all aspects of business and specializing in Audit, Accounting, Taxation and business advisory services in diverse industries. He is an International Financial Reporting Standards (IFRS) accredited partner, and has been involved in several IFRS conversions and has carried out internal trainings in Audit and Managing Finances of major international clients involved in development and manufacturing, insurance, tourism, construction and real estate.
Mr. Massaga has conducted various special assignments including financial consulting and advisory, special audits, due diligence assignments, tax compliance and financial Management advisory services.

Herman is a highly accomplished Associate Certified Public Accountant in Public Practice (ACPA-PP) and a registered Tax Consultant, recognized for delivering practical, high-quality audit and advisory services. He brings over eight years of progressive experience in external and internal auditing, as well as accounting and tax consultancy.
He holds a Bachelor’s Degree in Accountancy and Finance, a Bachelor of Laws (Hons) from Tumaini University Dar es Salaam College, and a Diploma in International Public Sector Accounting (IPSAS), reflecting a strong multidisciplinary foundation that combines financial, legal, and public sector expertise.
Herman has built a solid track record of serving clients across a broad range of industries within the Tanzanian economy. His experience includes engagements with Public Sector Institutions through the Controller and Auditor General (CAG), as well as work in insurance, banking, agriculture, telecommunications, manufacturing, non-governmental organizations, education, and the mining and metals sector. His approach is grounded in technical excellence, attention to detail, and a clear understanding of regulatory and operational environments.
In addition to his professional practice, Herman is a lecturer at the Tanzania Institute of Project Management, where he contributes to the development of future professionals. He is also an experienced trainer, delivering specialized programs in Taxation, International Financial Reporting Standards (IFRS), International Public Sector Accounting Standards (IPSAS), and Accounting and Auditing standards. His ability to translate complex technical concepts into practical insights makes him a valued advisor to clients and a respected facilitator in professional training environments
Advocate Salome Masini Massaga

Salome Massaga is a Tax Manager at TaxPro & Associates and a Director at Tax Professionals. She is a registered tax consultant with the Tanzania Revenue Authority and a member of the Tanganyika Law Society.
With over a decade of experience in tax and legal advisory services, Salome has developed expertise in both domestic and international tax law. She supports clients in tax audits, manages objections and appeals, and provides comprehensive assistance with tax compliance obligations, including payroll management.
Leveraging her strong legal background, Salome provides corporate advisory services on legal and tax matters, supporting regulatory compliance and strategic business decision-making. She also delivers company secretarial services, ensuring effective corporate governance and statutory compliance.
In addition, she delivers tailored training to clients, as well as management and finance teams, on tax compliance matters, strengthening understanding and promoting adherence to regulatory requirements.

Margaret R. Makwaia
Managing Director & Partner

Mrs. Makwaia is a registered Tax Consultant. She qualified as a Tax Assessor from the Institute of Tax Administration Dar es Salaam. She is a holder of an Advanced Diploma in Certified Accountancy, a Postgraduate Diploma in Tax Management, and a Bachelor’s Degree in Law. Mrs. Makwaia has practical expertise in all tax matters both local and international.
She worked with the Tanzanian Government, Ministry of Finance in the Income Tax Department for nine years. As a Senior Tax Assessor, she was involved in carrying out tax audits on various taxpayers, examination of taxpayers’ financial statements and returns of income, as well as tax compliance as a whole. Prior to joining Deloitte & Touché in the year 2000 as a Senior Tax Consultant, Mrs. Makwaia worked as an Accountant for Kibo Breweries Limited.
Mrs. Makwaia’s experience in the public and private sectors service has enabled her to become an outstanding Tax Consultant. She provides advice on Corporation tax, Payroll taxes, Witholding taxes, Value Added Tax, Stamp duty, Capital gains tax as well as Social Security schemes.

Foundation
At a very tender age, Mr. Jerry Massaga knew he wanted more out of life and was reluctant to be a product of his environment. He aspired to be more, pursue a career as a chartered accountant. After secondary school he was fortunate to land a job at the Ministry of Finance in the Income Tax Department. In 1977 he managed to get a National Bookkeeping Certificate from the National Board of Accountants and Auditors.
Expansion
Doors opened for Mr. Massaga. He got employed as an Assistant Accountant at National Insurance Corporation. For 3 decades he worked for NIC, and moved up the ladder over the years to the position of Director of Finance and Administration. Never satisfied with the status quo, Mr. Massaga felt he had reached the epitome of his career as an employee and decided he was going to start a firm that would provide excellent Audit and Assurance, Financial and Management Services however he realized there was a vacuum of Tax Advisory and Legal Services within the firm.
The Partnership
The late Mr. Donati Kezirahabi and Ms. Margaret Makwaia worked for Deloitte & Touché as Tax Director and Senior Tax Consultant and Mr Nerbert Mboma was the Director of Finance at Tanzania Cigarette Company, respectively. The trio had similar sentiments as Mr. Massaga and decided to partner up and formed Tax & Financial Associates Ltd. In 2003, Tax & Financial Associates Ltd was incorporated and is an established company of Tax and Financial Consultants who strive at and are dedicated to providing top-quality customer service and satisfaction through hard work, a clear cut vision, strategic partnerships, well-defined values, personal initiative and, excellent communication.
